Institute for Entrepreneurship and Economic Development in cooperation with Montenegro Business Alliance (MBA) 12.09.2018. organized the conference on the topic of “Better business environment for faster growth and economic development”. Conference was held at the Ramada Hotel in Podgorica. Conference was attended by respected guests from Serbia and Croatia, representatives of ministries, municipalities, Montenegrin Employers Federation, Foreign Investors Council, Chamber of Economy of Montenegro, MBA members, as well as other interested entities and individuals. At the well-attended Conference, two laws were discussed very important for the economy of each state.
The goal of the conference is to contribute to the improvement of the texts of the PPP Law and the Concessions, as well as to educate the business sector and the general public about the good practices and opportunities that these laws carry with them.
The participants of the first panel discussed about the topic “Draft Law on Amendments to the Law on Concessions”. Speakers on this panel were: Mrs. Biljana Jestrović from the Ministry of Economy, Mrs. Anja Čvorović from MBA as well as Mr. Ivan Bošković from the Institute for Entrepreneurship and Economic Development.
Speakers on 2nd panel were Mrs. J. Jovetić representative from the Ministry of Finance, Mr. Domagoj Dodig representative from the Agency for Investments and Competitiveness from the Republic of Croatia, Mr. Dragutin Nenezić, representative of WB6 PPs & Concessions from Republic of Serbia, and Mr. Ivan Bošković representative consultant from IEED.
Some of conclusions from this conference was, the need for legal certainty, clear definition of the rules, harmonization of the existing laws in this area, as well as the necessity of more intensive participation of the economy in the creation of these laws is highlighted.Stable regulatory framework is important because this law will not last as much as a political option but much longer. The role of the public is very important and needs to be utilized to reach the best solution.
